Cannock Chase Local Plan reaches adoption stage

Cannock Chase Council has reached a major milestone as Cabinet approves the Cannock Chase Local Plan 2018–2040 and recommend its adoption to Full Council.

This marks the culmination of seven years of detailed preparation, extensive consultation and rigorous independent examination.

The current Local Plan (Part 1), adopted in 2014, covered development needs between 2006 and 2028. Work on Part 2 began in 2016, but following changes to national planning policy and a significant housing shortfall, the Council chose to pause this work and instead undertake a full review. The result is the comprehensive Local Plan now ready for adoption.

Between 2018 and 2024, the review included four public consultation stages, shaping a strategy that remains true to the Preferred Option developed between 2020 and 2021. Adjustments have only been made in response to updated housing targets and site requirements as the evidence evolved.

The Local Plan was submitted for examination in November 2024 under transitional arrangements following the publication of the 2024 National Planning Policy Framework.

Independent examination hearings took place during May, June and July 2025, followed by further consultation requested by the Inspector. In September 2025, the Inspector confirmed the Plan could proceed to the Proposed Modifications stage, with consultation carried out from October to December.

The examination process saw the Council successfully defend the plan against objectors promoting significantly higher housing numbers and pushing for more sites to be allocated.

The final Inspector’s Report, received on 5 March 2026, confirms the Plan is sound and legally compliant, subject to the previously consulted modifications. This confirmation enables the Council to move confidently towards adoption.

Adopting the Local Plan brings significant benefits to the district, including a guaranteed five year housing land supply – something the Council has not had since 2023. This provides certainty and protects communities from speculative and unplanned development.  It has been protected from excessive housing targets, which without the adopted plan would be almost double.

Garry Samuels, Portfolio Leader for Regeneration and High Streets said: “The Plan sets out a balanced, sustainable strategy to 2040.  It identifies the right sites in the right places, supports new jobs and investments, protects our remaining Green Belt, nature, culture and heritage, and begins to address climate change.  

“It is important to acknowledge the sheer scale of work that has gone into the development of the Local Plan over the last seven years.  This has involved many members, officers, partners, developers, neighbouring authorities, residents, and local businesses and stakeholders.  

“This collective effort has shaped a future-proof plan that benefits our local economy and communities.  It ensures that any development is properly planned, infrastructure-led and meets the district’s needs.”

The Local Plan will go to Full Council for formal adoption on Monday 23 March.
