The Local Plan system has recently changed, affecting how Local Plans are prepared, including the timetable, evidence requirements, and approaches to engagement and consultation. The new Regulations (The Town and Country Planning (Local Planning) (England) Regulations 2026) came into force on 25 March 2026. This means we have had to review and replace our original plan-making timetable to ensure we meet the new legal requirements.
The Council officially published its Notice to Commence on 26 June 2026. This notice is a required stage in the new plan making system and marks the formal start of the new Local Plan process.

Supporting documents will be added to the Evidence Base to support the new plan when they are published.

Local Plan Call for Sites
As we start to update our local plan, we are carrying out a ‘call for sites’ exercise. This is an opportunity for landowners, developers, agents, residents, community groups and other key stakeholders to submit sites located within the district which are considered to have potential for development.
It is important that we know where land is potentially available for a range of uses. This enables us to make decisions on which land is the right land to be allocated for development in the new Local Plan. All sites will be expected to provide an appropriate range of supporting infrastructure either on-site or through financial contributions towards off-site provision. In addition, we will be looking for larger allocation sites to contribute towards the delivery of any identified strategic infrastructure needs such as schools, community/health facilities and gypsy, traveller and travelling showpeople provision.
We are also requesting the renewal of information on existing Local Plan Site Allocations and SHLAA/ELAA sites to ensure that the most up-to-date information is available to inform the new Local Plan process.
It should be noted that submission of a site through this call for sites exercise does not automatically mean the site will be allocated.
Any sites that are proposed for inclusion in the new local plan will be subject to public consultation and examination by an independent planning inspector at key stages of the plan making process.
All sites submitted through the call for sites exercise will be added to the appropriate SHLAA/ELAA in accordance with the monitoring period.
We are accepting sites from Monday 6th July until 5pm Monday 10th August 2026.
Information should be submitted using the call for sites form and provide only the information as requested on the form. We may ask for additional information if it is needed for assessment purposes.
