About the Regulator of Social Housing
The Regulator of Social Housing (RSH) regulates registered providers of social housing (which includes local authorities and housing associations).
This regulation is to promote a viable, efficient and well-governed social housing sector able to deliver homes and services that meet a range of needs.
The RSH does this by setting standards and carrying out robust regulation focusing on driving improvement in social landlords, including local authorities, and ensuring that housing associations are well-governed, financially viable and offer value for money. They take appropriate action if the outcomes of the standards are not being delivered.

The Standards
The RSH set regulatory standards that define the outcomes that landlords must deliver using powers under the Housing and Regeneration Act 2008.
It is expected that all landlords deliver the outcomes of the standards that apply to them. These include both the required outcomes and specific expectations set within each standard.
Consumer standards
The outcomes of the consumer standards apply to all landlords registered with the Regulator, including local authorities. They apply to the social housing that these landlords provide and the tenants living in those homes.
- Neighbourhood and Community Standard
- Safety and Quality Standard
- Tenancy Standard
- Transparency, Influence and Accountability (including Tenant Satisfaction Measures)
Economic standards
The Rent Standard applies to all landlords registered with the Regulator, including local authorities.
